At the same time, successful policies alter the broader scientific ecology in ways that feed back into both scientific and policy problems that confront these scientist-bureaucrats, particularly in the form of congressional and scientific principals’ sometimes competing demands that the institute demonstrate it has been accountable to its dual mission of supporting biomedical science and improving health.
